Key Facts About the Register
There were 5,399,049 (5.4 million) consumer and commercial judgments on the Register at the end of Q3 2025 with a total value of £13.0 billion. This is a fall of 0.3% since the end of Q2 2025, when there were 5,413,189 judgments on the Register.
From 1st July 2025 to 1st October 2025, 325,008 new consumer and commercial judgments were added to the Register, accounting for 6.0% of total judgments.
311,476 consumer and commercial judgments have been deleted from the Register as the six-year threshold has been exceeded - this represents 5.8%. 27,672 consumer and commercial judgments were cancelled, further reducing the total number on the Register by 0.5%.
88.0% of records on the Register are unsatisfied judgments and 12.0% are satisfied judgments.
88.5% of the records on the Register are consumer judgments and 11.5% are commercial judgments.
Consumer judgment growth has accelerated. 285,030 new consumer judgments were registered in Q3 2025, 15.9% more than the previous quarter and 18.9% more than Q3 2024.
While annual figures rose, quarterly volumes of commercial judgments declined after a Q1 2025 peak. 39,978 new commercial judgments were recorded in Q3 2025 down by 15.5% from the previous quarter and down by 26.8% from Q3 2024.
97.2% of judgments on the Register were assigned to England and Wales and therefore make up far and away the biggest data set.
ENGLAND AND WALES:
316,683 new judgments were registered in England and Wales in Q3 2025, which is a 11.3% increase from the previous quarter and a 10.7% increase from Q3 2024.
Consumer judgments in England and Wales:
279,045 new consumer judgments were registered in England and Wales in Q3 2025 - 39,625 more than the previous quarter. This is a 16.6% increase from the previous quarter and a 19.4% increase from Q3 2024.
In the first three quarters of 2025, new consumer judgments in England and Wales have already reached the 83% mark of 2024.
Commercial judgments in England and Wales:
37,638 new commercial judgments have been added to the Register in Q3 2025 in England and Wales, which is a 16.6% decrease from the previous quarter and a 28.2% decrease from Q3 2024.
In the first three quarters of 2025, new commercial judgments in England and Wales have already reached the 80% mark of 2024, which was the year with by far the most commercial judgments registered in the last 6 years. However, the growth has been slowing down for the last two quarters.
SCOTLAND:
5,406 new judgments were registered in Scotland in Q3 2025, which is a 3.9% decrease from the previous quarter and almost the same number as in Q3 2024.
Consumer judgments in Scotland:
4,007 new consumer judgments were registered in Scotland in Q3 2025, which is a 7.0% decrease from the previous quarter and 5.8% less than in Q3 2024.
Commercial judgments in Scotland:
1,399 new commercial judgments were registered in Scotland in Q3 2025, which is a 6.1% increase from the previous quarter and a 21.2% increase from Q3 2024.
NORTHERN IRELAND:
1,350 new judgments were registered in Northern Ireland in Q3 2025, which is a 14.7% decrease from the previous quarter and a decrease of 11.1% from Q3 2024.
Consumer judgments in Northern Ireland:
993 new consumer judgments were registered in Northern Ireland in Q3 2025, which is a 20.8% decrease from the previous quarter and an increase of 1.4% from Q3 2024.
Commercial judgments in Northern Ireland:
357 new commercial judgments were registered in Northern Ireland in Q3 2025, an 8.5% increase from the previous quarter and a decrease of 33.9% from Q3 2024.
REPUBLIC OF IRELAND:
1,273 new judgments were registered in the Republic of Ireland in Q3 2025, a 12.6% increase from the previous quarter and an increase of 32.2% from Q3 2024.
Consumer judgments in Republic of Ireland:
743 new consumer judgments were registered in the Republic of Ireland in Q3 2025, a 17.2% increase from the previous quarter and an increase of 37.1% from Q3 2024.
New consumer judgments in the Republic of Ireland have already reached 98% of 2024 total.
Commercial judgments in Republic of Ireland:
530 new commercial judgments were registered in the Republic of Ireland in Q3 2025, a 6.6% increase from the previous quarter and an increase of 25.9% from Q3 2024.
In the first three quarters of 2025, new commercial judgments in the Republic of Ireland have already exceeded total of 2024, which was the year with by far the most commercial judgments registered in the last six years, suggesting a continued and accelerating upward trend.
JERSEY:
210 new judgments were registered in Jersey in Q3 2025, a 15.7% decrease from the previous quarter and a decrease of 17.3% from Q3 2024.
Consumer judgments in Jersey:
166 new consumer judgments were registered in Jersey in Q3 2025, a 20.6% decrease from the previous quarter and a decrease of 16.2% from Q3 2024.
Commercial judgments in Jersey:
44 new commercial judgments were registered in Jersey in Q3 2025, a 10.0% increase from the previous quarter and a decrease of 21.4% from Q3 2024.
ISLE OF MAN:
86 new judgments were registered in the Isle of Man in Q3 2025, a 27.7% decrease from the previous quarter and an increase of 50.9% from Q3 2024.
Consumer judgments in the Isle of Man:
76 new consumer judgments were registered in the Isle of Man in Q3 2025, a 26.2% decrease from the previous quarter and an increase of 65.2% from Q3 2024.
Commercial judgments in the Isle of Man:
10 new commercial judgments have been added to the Register in the Isle of Man in Q3 2025.
